When do I need a Right-of-Way Permit?
Anytime work is being done within the public right-of-way, particularly adding a driveway that is connecting to a City street.

When is a Building Permit required?
A Building Permit is required for any structural construction, alternation, remodel or reconstruction for residential, commercial and industrial including:
- Additions
- Interior remodeling which involves structural modifications
- Re-roofing and roofing projects
- Garages
- Carports
- Storage Sheds
- Storm Shelters
- Patios
- Decks
- Fence
- Pool
Activities exempt from Building Permits include painting, replacement of existing doors and windows of the same size and same operation.

When is a Mechanical Permit required?
Mechanical Permits are required for the installation, alteration or replacement of any mechanical system including but not limited to
- Ventilation and exhaust systems
- Duct systems
- Combustion air
- Chimneys and vents
- Certain appliances
- Fireplaces, and solid fuel-burning equipment
- Boilers
- Water heaters
- Pressure vessels
- Refrigeration systems
- Hydronic piping
- Fuel-gas piping and storage
- Solar systems

When is a Plumbing Permit required?
Plumbing Permits are required for the installation of any plumbing work, except repairs involving only the working parts of a faucet or valve, the clearance of a stoppage, repairing leaks or replacement of defective faucets or valves provided no changes are made in the piping to the fixtures.

When is a Sign Permit required?
A Sign Permit is required for the installation or replacement of a Commercial Sign. A Sign Permit is not required for general maintenance or repair on an existing sign as long as the size or structure of the sign is not altered.

When is an Electrical Permit required?
Electrical Permits are required for installation, alteration or replacement of any electrical wiring, electrical systems or electrical devices, including but not limited to the installation of alteration of any wires or conductors for the transmission of electricity, as well as the installation or alteration of any electric fixtures, apparatus, or appliances, whether used for light, heat, or power purposes.

When is my GMSA Bill Due?
Your GMSA billing due date depends on your account number:
- Accounts beginning with #1 - Bills available 1st of the month and due the 15th of the same month.
- Accounts beginning with #2 - Bills available 10th of the month and due the 25th of the same month.
- Accounts beginning with #3 - Bills available 20th of the month and due the 5th of the following month.
When will a Late Fee be added to my GMSA utility bill?
The ten percent (10%) Late Fee is added to your account the day after your due date.
When will my street be paved?
A Pavement Management Plan is being created. Upon completion of the Plan, residents will be able to go online and view the condition of the streets and when each street will be repaired or replaced depending on condition.
Where can an inoperable motor vehicle be stored or parked in a residential area?
The inoperable vehicle can only be stored on parked within a completely enclosed building, such as a garage.
Who is responsible for correcting the code violation?
The property owner as shown by the current tax rolls in the county treasurer's office is responsible for correcting the violation.
Who needs a Contractor's License?
Any contractors performing the services listed below must have a current City License prior to performing work within Grove:
- Electrical
- Plumbing
- Mechanical
- Construction of any type
- Roofing
Who Needs an Occupational License?
All persons operating a retail business or profession or engaged in any other occupational business for hire within the city limits of Grove shall be required to obtain an occupational license.
Annual sum of fifty dollars ($50.00) shall be due as follows:
- At the time of opening said business or profession; and
- If business or profession is in legal existence and has previously paid for license, then said yearly fee will be due July 1 of each year thereafter.
Why are the city crews cutting my trees?
The only time city crews will cut tree limbs or brush is when they are creating a traffic hazard.
Why did city crews plow snow off the streets into my driveway?
The snow plows are one directional; when there is heavy snow fall the crews cannot keep the snow from going into your driveway. Residents are encouraged to clear their driveways after the city crews have plowed your street.
Why do I have to pay Court Costs?
Court Costs are a mandatory fee set by the State of Oklahoma. The Municipal Judge may dismiss the court costs under special circumstances, such as you providing you had proof of insurance or a current tag in effect at the date/time of your citation.
Why do we estimate a water bill?
We estimate water bills only under the following circumstances:
- If the temperature is 32 degrees or lower we do not remove the water lid; this may cause the meter to freeze and bust.
- If large amounts of rainfall have filled the meter cans with water.
Why haven't the traffic signal lights been fixed?
Traffic Signal repair and maintenance is dependent on available funding in the Street Department's budget.
