Can I change my payment arrangement with GMSA?
You will need to come into the GMSA Office located inside City Hall to discuss this matter with a GMSA clerk.

Yes! Feel free to stop by or come into our office and we will print one for you.

Yes! They must be made in writing at the GMSA Office located at City Hall between the hours of 8:00 a.m. and 4:30 p.m. Monday through Friday.

Do we accept on-line payments?
Yes we do! Please go to our website at www.cityofgroveok.gov on the right hand side of our main page you will see the first white link is on-line bill pay. You can register with PSN to set up monthly payments or make a one-time payment.

How much is the Late Fee if my utilities are not paid in full?
A ten percent (10%) Late Fee will be added to the portion of your billing which is not paid in full. The 10% is calculated only on the water, sewer and gas portion of your bill. This does not include the surcharge, street light fee or any tax amount.

At this time you are unable to set up new service on a new account or pay a deposit at the drive-thru window.

When is my GMSA Bill Due?
Your GMSA billing due date depends on your account number:
- Accounts beginning with #1 - Bills available 1st of the month and due the 15th of the same month.
- Accounts beginning with #2 - Bills available 10th of the month and due the 25th of the same month.
- Accounts beginning with #3 - Bills available 20th of the month and due the 5th of the following month.

When will a Late Fee be added to my GMSA utility bill?
The ten percent (10%) Late Fee is added to your account the day after your due date.

Why do we estimate a water bill?
We estimate water bills only under the following circumstances:
- If the temperature is 32 degrees or lower we do not remove the water lid; this may cause the meter to freeze and bust.
- If large amounts of rainfall have filled the meter cans with water.
