Any dog, cat, potbellied pig, domestic rabbit or ferret over the age of four (4) months is required to obtain a License from the City of Grove and pay the Licensing Fee. The Animal License Application is available at City Hall.
Licensing Period - July 1 of current year through June 30 of the following year
Licensing Fees
- $5.00 for each dog, cat, potbellied pig, domestic rabbit or ferret which has been spayed or neutered (documentation required).
- $10.00 for each dog, cat, potbellied pig, domestic rabbit or ferret which has not been spayed or neutered.
If a dog, cat, potbellied pig, domestic rabbit or ferret owner provides proof from a veterinarian that their animal has been spayed or neutered within 30 days of issuance of their license, a $5.00 refund will be provided.
No Charge for the following animals:
- Service Animals - Animals trained by a licensed professional trainer, to do work or performs tasks for the benefit of an individual with a disability, including, but not limited to guiding individuals with impaired vision, alerting individuals with impaired hearing to intruders or sounds, providing minimal protection or rescue work, pulling a wheelchair or fetching dropped items. Owners of Service Animals must provide documentation that certifies the animal in questions is a qualified service animal and the animal must have a service animal license with a completed affidavit to qualify for this exception.
- Therapy Animals - Animals trained by a licensed professional trainer, to provide affection and comfort to various members of the public, typically in facility settings such as hospitals, retirement homes and schools. A Therapy Animal has no special rights of access, except in those facilities where they are welcomed. They may not enter business with "no pets" policies or accompany their handler in the cabin of airplanes regardless of their therapy animal designation. Owners of Therapy Animals must provide documentation that certifies the animal in question is a qualified Therapy Animal and the animal must have a Therapy Animal License with a completed affidavit to qualify for this exception.
Older or ill-health Animals - Animals unable to be spayed or neutered without high likelihood of suffering serious bodily harm or death due to age or infirmity. Written confirmation from a licensed veterinarian is required to qualify for this exception.
Licensing requirements shall not apply to the following animals:
- Animals being used by law enforcement agencies for law enforcement purposes;
- Animals belonging to visitors traveling through the city, while such animal is with its owner or keeper;
Vaccination Requirement
- Proof of current vaccination must accompanied completed Animal License Application (available at City Hall). The animal must be vaccinated against rabies by a licensed veterinarian prior to four months of age. The vaccination must be kept current during the licensing period of July 1 through June 30 of the licensing year. The owner, keeper or harborer shall secure from the veterinarian a certificate of vaccination against rabies and a metal tag indicating the vaccination. This metal tag shall be securely and visibly attached to the collar of the dog or cat. Tags for ferrets should be kept in a secure, readily available location.
- Owner, keeper or harborer of a potbellied pig or domestic rabbit, must have the animal examined by a licensed veterinarian for infectious diseases prior to four months of age, and annually thereafter. The certificate must be kept current during the licensing period July 1 through June 30 of the licensing year. The owner, keeper or harborer shall secure an annual certificate of examination from a licensed veterinarian certifying the animal is free from infectious diseases.
