City Manager

The City of Grove operates under a Council - Manager Statutory form of government, whereby the City Manager serves as the Chief Executive Officer.  The City Manager is appointed by the City Council and is selected solely on the basis of executive and administrative qualifications.

As The Chief Executive Officer of the City, the City Manager is responsible for overseeing all day-to-day City operations, insuring financial stability, fostering sound financial management practices, facilitating strategic planing for future growth and development as well as operational efficiency, and for maintaining the City's overall commitment to providing high quality services to the Grove community.  The City Manager keeps the Council informed on the ongoing condition of the City, and provides reports and recommendations as deemed advisable.  The City Manager has the right to take part in the discussion of all matters coming before the City Council, but acts in a nonvoting advisory capacity.

Debbie Bottoroff

Ms. Bottoroff was born in and grew up in Northwest Oklahoma.  She graduated from Northwestern Oklahoma State University with a Bachelors Degree in Administration.

She has worked in local government in various positions for almost 30 years beginning her career as a City Clerk in the Town of Hennessey in 1992; in 1995 she was employed by the City of Enid as an Executive Secretary for the Public Works, Public Utilities and Engineering Departments, she was promoted to position of  Assistant to the City Manager, and prior to leaving the City of Enid, she was appointed to the position of the Community Development Block Grant (CDBG) Director. 

After five years of employment with the City of Enid, she was hired as the Town Administration for the Town of Waynoka.  During her employment at the Town of Waynoka she was offered the position of Economic Development Specialist at the State of Oklahoma Department of Commerce.  She accepted the position contingent upon her territory being the NE Quadrant of the State of Oklahoma.  Although she was a Northwestern Oklahoma native, Debbie discovered Grand Lake in the 90s and set a career goal to someday work and live in Grove.

In April of 2004, her career goal became a reality and she was hired as the Assistant City Manager for the City of Grove.  Debbie served as Interim City Manager in 2007, 2012 and upon the recent retirement of Bill Keefer, she served as interim for a few months of 2021.  Debbie was hired as the City Manager on September 1, 2021.

Debbie is married to Mike Bottoroff and together they have 5 adult children and 10 grandchildren.
