Are Copies of City Records Open for Inspection?
City records are open for inspection unless specifically exempt from disclosure by the Open Records Act or other laws. All requests for record inspection will be reviewed by the record custodian prior to release of any information.
The State authorized fee is .25 cents per page (8.5 x 11) uncertified. If requesting a certified copy, a certification fee of $1.00 per page, in addition to the cost of the copy will apply.
If the record is requested for commercial use, a charge for the actual costs incurred in honoring your request is also authorized by state law.
Newspapers are exempt from search fees. A reasonable time is allowed by state law for the City to furnish the record requested. There are Request for Record Inspection and/or Copy available at City Hall.

What are the rules for Garage Sale signs?
Two off-premise signs are allowed per Garage Sale ONLY under the following conditions:
- Signs shall be placed on private property only
- Maximum size of signs is 4 sq. ft. per side
- Signs shall not be displayed more than 3 days prior to sale
- Signs shall be removed within 24 hours after sale ends
- Signs must be the type of sign sold at retail stores specifically designed to Garage Sales
Prohibited signs include
- Signs on cardboard boxes, poster board, wood, other other similar materials
- Balloons, banners and streamers
- Signs placed upon any public property/right-of-way including streets, intersections, sidewalks, bridges, etc.
- Signs placed upon any natural features including rocks or trees
- Signs placed upon any fence
- Signs placed upon any vehicles

Who needs a Contractor's License?
Any contractors performing the services listed below must have a current City License prior to performing work within Grove:
- Electrical
- Plumbing
- Mechanical
- Construction of any type
- Roofing

Who Needs an Occupational License?
All persons operating a retail business or profession or engaged in any other occupational business for hire within the city limits of Grove shall be required to obtain an occupational license.
Annual sum of fifty dollars ($50.00) shall be due as follows:
- At the time of opening said business or profession; and
- If business or profession is in legal existence and has previously paid for license, then said yearly fee will be due July 1 of each year thereafter.
