HAY HARVESTING ON-LINE APPLICATION
Please complete the application form, a $70 annual fee is required. The City of Grove is unable to take on-line payments at this time. You may call 918-786-6107 to make payment over the phone with a debit or credit card. You may also stop by or mail payments to Grove City Hall, Attn: Hay Harvesting, 104 W. 3rd St., Grove, OK 74344
HAY HARVESTING REQUIREMENTS
- Hay Harvesting is allowed on undeveloped property that is three (3) acres or greater.
- Hay harvesting is allowed April 1 through September 1.
- Hay shall be harvested at least once per calendar year.
- Harvesting shall be completed no later than September 1 of the year the permit is issued. (Exceptions may be made by the City Manager for weather conditions, natural disasters and circumstances beyond the control of the owner).
- Vegetation shall be maintained not to exceed twelve inches (12") in height within forty feet (40') from public right-of-way and ten feet (10') from adjacent properties.
- No selective mowing will be allowed. All vegetation including grasses, weeds, sunflowers, or volunteer growth, excluding landscaping, must be mowed even if not harvested.
- All wind rowed vegetation shall be baled within three days, weather permitting.
- Bales of vegetation shall not at any time be located closer than forty feet (40') from public right-of-way and ten feet (10') from adjacent properties.
- All baled vegetation shall be removed from all property not zoned agricultural within ten (10) days after being baled.
- Harvesting operations shall not be performed during periods when resultant wheel ruts would cause possible drainage or erosion problems.
- Harvesting operations shall be completed in a workmanlike manner in a way that meets all requirements of these regulations.
- Harvesting operations shall be confined to the hours between one hour after sunrise to one hour before sunset.
- Property located in Agricultural Zoned Districts may be used for animal grazing in lieu of or in combination with hay harvesting.
- Harvesting operations pursuant to an issued permit shall be subject to all local, state, and federal laws, rules and regulations.
PERMITS:
- A Hay Permit must be obtained by the Owner prior to: (a) The vegetation reaching a height of twelve inches (12"). and (b) Commencement of Harvesting.
- Hay Permits shall be non-transferable.
- Hay Permits shall expire on September 1 of the year the permit is issued.
- The Annual Permit Fee shall be fifty dollars ($70.00) and is non-refundable.
- The Owner shall sign a release stating he/she: (a) Will assume all risk and liability for hay quality, including any contaminants, which may be contained in the harvested hay. (b) Will assume all risk and liability for any accidents and damages that may occur as a result of the work. (c) Acknowledges the City of Grove is not liable for work performed.
PENALTY:
- Any person violating these requirements shall be guilty of a misdemeanor, and upon conviction shall be punished as provided in Section 1-108 of the City of Grove Code of Ordinances.
